A bully is a person who uses their strength, influence or power to harm or intimidate people who are weaker. They are the ones doing the bullying towards the victim.

A bystander is someone who is not bullying anyone or being bullied. They are the people who watch the bullying happen or they are present when the bullying occurred.

A victim is a person who is being harmed, injured or intimidated by the bully. They are the people who are being bullied by someone.

When a bystander is told not to “dob” he responds, “I won’t dob but I will speak out when there is something wrong.” What is the difference between dobbing and telling/reporting in this situation?
In this situation, dobbing is telling somebody like a teacher about what the bully did and trying to get someone in trouble, telling or reporting someone is when something goes seriously wrong they will speak up and tell exactly what happened but not trying to get anyone in trouble.
